The Administrative Finance Division of the Georgia Department of Revenue is currently seeking a qualified candidate for the position of Procurement Agent 2 or 3. As a vital member of the procurement team, you will report directly to the Purchasing Manager and play a crucial role in acquiring goods and services for various divisions within the agency. This entails utilizing your expertise in procurement to support the organization effectively and professionally.

The ideal candidate should have the following skills: self-motivation, exceptional project management abilities, the capacity to handle multiple complex tasks within specified deadlines, strong analytical skills, proficiency in conducting independent research, and a comprehensive understanding of state procurement laws and practices. Additionally, your role will involve assisting in the development of Standard Operating Procedures to ensure compliance is maintained.

Entry Qualifications for the Procurement Agent 2
Bachelor’s degree in business administration, public administration or a directly related field from an accredited college or university

~ OR Four years of experience in a purchasing environment

~ OR Two years of experience at the lower-level Purchase/Procurement Agent 1 (FEP020) or position equivalent, state government only

Entry Qualifications for the Procurement Agent 3
Bachelor’s degree in business administration, public administration or a directly related field from an accredited college or university AND Two years of experience in a purchasing environment

~ OR Six years of experience in a purchasing environment

~ OR Two years of experience at the lower-level Purchase/Procurement Agent 2 (FEP021) or position equivalent, state government only

**Note for Procurement Agent 3 only: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

  • Some positions may require certification.

Required Skills & Experience

  • Procurement Agent 2

o Experience preparing, posting and awarding RFQs and Sole Source solicitations

o Experience preparing and posting RFIs, RFQCs, and Cooperative/Consortia Purchasing

o Experience assisting in RFP process through the seven stages of Procurement for the State of Georgia

o Ability to serve as a buyer to procure goods and services for the agency

o Experience assisting customers with information related to purchasing and business services as needed via calls, emails, or direct contact

  • Procurement Agent 3 – In additional to all Procurement Agent 2 requirements:

o Direct experience in developing, sourcing, and awarding complex Request for Proposal that adhere to the Seven Stages of Procurement for the State of Georgia

o Experience leading RFP evaluation teams in development of financial and technical evaluation criteria

o Experience assisting with preparation of monthly reports

  • Intermediate to advanced level using MS Suite; Outlook, Excel, Word, PowerPoint
  • Ability to learn and apply use of Adobe Acrobat Pro, Survey Monkey, Project Management, Power BI and Visio
  • Experience utilizing electronic tools to process requisitions, purchase orders, solicitation sourcing, and reporting tools
  • Experience conducting market research and analysis to aid decision making for Procurement sourcing methods

Preferred Qualifications

  • Experience purchasing goods and services in a public sector environment, including principles, rules, and regulations
  • Experience utilizing Team Works Financials 9.2, including the eProcurement, Purchasing, Sourcing, Supplier Contract, and Reporting Tool modules
  • RFP Certification issued by the Department of Administrative Services
  • Project Management Experience

Hiring Range: $52,335.11 – $62,000 *Individual salary will be commensurate with experience and education required to perform the duties of this position
