Position DescriptionDepartment of Economic Equity and OpportunityMission:To connect, value, and empower people, businesses, and communities.Vision:An inclusive, accessible, prosperous, and resilient Harris County economy.What you will do at the Department of Economic Equity and Opportunity:The Contracts Policy Compliance Manager oversees contract compliance in line with Court-approved policies, collaborating with legal, purchasing, and administrative departments to ensure adherence. This role primarily focuses on the County’s safety program compliance (70%) and general policy compliance (30%), ensuring compliance with regulatory standards, industry guidelines, and internal policies, particularly safety.Duties & Responsibilities:Safety Program Compliance (70%):Review and ensure compliance of all contracts that align with the court-approved safety policy and proceduresMaintain accurate records of all applicable contracts and related compliance documentation.Work in collaboration with the legal, purchasing department and the administrative department to monitor and manage contractual obligations related to safety.Recommend improvement strategies regarding safety issues identified and provide assistance for action plan implementationEstablish an effective internal communication plan to promptly notify key administrative departments and leadership when an event is identifiedImplement, and maintain the safety programs in alignment with court-approved policies, and regulatory requirements.Monitor changes in safety regulations, court mandates, and industry standards to ensure ongoing compliance.Review and investigate any hazardous conditions complaints filed with Harris County.Familiar with Occupational Safety and Health Administration (OSHA)standards and websiteFamiliar with reviewing contracts prevailing wage documentationDevelop and conduct training programs on regarding the safety policy for internal administrative departmentsIdentify potential compliance risks related to the safety policy and develop strategies to mitigate these risks.Respond to external safety-related incidents and inquires.Conduct quarterly internal audits to ensure compliance with contractual safety requirements and court-approved policies.Prepare reports on compliance status and safety performance for internal and external stakeholders.General Policy Compliance (30%):Monitor and review County policies to ensure adherence to applicable laws and internal regulations.Assist in the development and enforcement of County-wide policies.Conduct compliance audits and prepare reports for management on compliance issues and performance.Provide guidance and support to departments to maintain policy compliance across operational areas.Communicate necessary updates to relevant departments.Other Duties:This Job Description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee for this position.At its discretion, management may assign or reassign duties and responsibilities to this job at any time.Harris County is an Equal Opportunity Employer
