The VECRA Records Manager will work out of our Lanham, Maryland facility to carry out the day-to-day tasks and Ad hoc consultation in support of Records Management requirements.COMPANY DESCRIPTION

The Records Manager will be responsible for managing, organizing, and storing physical and electronic records in accordance with established policies and procedures. This individual will also be responsible for developing and implementing best practices for records management, as well as training staff on proper records management techniques.ROLES and RESPONSIBILITIES
- Develop and implement best practices for records management and proper records management techniques, and management of records retention schedules
- Monitor and evaluate the efficiency and effectiveness of the records management program
- Maintain physical and electronic records in accordance with established policies and procedures
- Ensure the security and confidentiality of all records
- Train all personnel and lead staff on records management best practices, techniques and procedures..
- Strong attention to detail and ability to multitask
- Train the Records Technician on the Electronic Records Management system to be implemented
- Recommend and lead implementation of electronic records team with implementation of electronic records software tools
- Design or enhance databases and applications to hold electronic records and various files using appropriate tools and applications.
- Manage all associated risks and aspects of the implementation, budget, schedule, resources etc.
- Manage implementation vendor and assure quality of work and tasks assigned are complete
- Manage, track and analyze all records management projects and vendor relationships.
- Provide Sr. Management with a semi-monthly or monthly report of RM department schedule, deliverables, funding, project progress and risk updates.
- Created and apply new standards, policies, procedures, records schedules, taxonomy and file plan for global enterprise-wide SharePoint/Documentum repository Management and Operations
- Validated Sharepoint/Documentum project against the ISO15489 international standards.
- Managed team schedules and assignments for document management, scanning and imaging
- Create SOP manual for prepping, training staff, indexing (coding), scanning, QC PDF and boxing for original paper Documents to ensure consistent and accurate record keeping.
- Manage large scale implementation and day to day operations of the IT imaging system (eCMS) on
- Ensure all records artifacts are collected during LOAD OUT, LOAD IN, MOVE OUT, MOVE IN and then
- managed in according to Records Management policies, procedures and records schedule.
- Create and Develop Standard Operations Procedures (SOPs)
- Liaise with designated VECRA Team personnel to assure all aspects of project are operational.
- Manage project using PMBOK principles and standards
- Act as records SME to answer any records management questions and assist in new RM SOPs.
- Assure assignments are done within budget and on time.
- Manage hosting vendor to assure ECMS is reliable system for end users, worked with vendor if any outages occurred and communicate efforts to Sr. executives and end user community.
- Help manage transitional and organizational change for Healthcare Exchange offices
- Manage collection of requirements for document management system such as FileNet
- Interface with clients and internal corporate departments on appropriate business systems requirements, design and development issues.
- Collect requirements from organizations to build Enterprise Contents Management systems.
- Work with IT to test system against requirements and use cases to test SharePoint.
- Provide presentations to state officials and other government workers at various meetings
- Build and enhance current paper business functions into electronic workflow.
- Provide guidance to records disposition activities of the Records Management
- Managed the administration of files (.doc, .tiff etc.), workflow, security, file check in/out and access control in the appropriate filing environment.
- Manage and administer the Electronic Document Storage and Retrieval Data System
- Applied NARA guidelines on all Government projects and creating Storage online forms.
- Manage configuration management duties
- Create and mail out public FOIA records using government FOIA guidelines.
- Provided logistical support to VECRA’s Records Management (RM) Program
- Other duties as assigned to ensure timely and accurate work
QUALIFICATIONS and REQUIRED SKILLS:
- 3-5 years of experience in records management, preferably in a healthcare or legal setting
- Proficiency in Microsoft Office and experience with electronic records management systems
- Excellent communication and interpersonal skills
- Knowledge of relevant laws and regulations, including HIPAA and FERPA
- Veterans encouraged to apply.
EDUCATION
- Bachelor’s degree in Library Science, Information Science, or a related field
- Relevant experience may substitute a college degree
