DescriptionThis position is a Grade 407 with an annual salary between $66,264-$99,396 effective 7/1/2024.

The Procurement Officer develops, administers and manages contracts and projects relative to City operations and customer services.Essential Functions

  • Works in partnership with customer departments to develop specifications, scope of work, technical questionnaires, and contract terms & conditions for bids, requests for proposal, requests for qualifications and requests for quotation as applicable for the procurement of products, equipment, contracted services, technology, and professional services.
  • Issues solicitations, conducts pre-solicitation conferences, and prepare solicitation addendums. Prepares detailed price analysis and scoring matrices. Responsible for facilitating evaluation committee meetings to arrive at justifiable award recommendations.
  • Develops, negotiates, manages and administers Citywide commodity and service contracts and amendments.
  • Tests upgrades and enhancements for the purchasing component of the city’s Financial software system.
  • Develops cooperative purchasing agreements and intergovernmental agreements with other public agencies.
  • Leads training and educational classes for internal and external groups on contracting, procurement, and purchasing policies and procedures.
  • Ensures compliance with purchasing-related budget and grant stipulations for purchases as well as federal, state and local procurement and contract laws.
  • Serves as the contract administrator for some executed agreements.
  • Makes recommendations for improved contracting services.
  • Provides administrative and technical support related to purchasing activities to department directors and division managers.
  • Conducts de-briefing sessions with responding firms to discuss decisions made during the evaluation process.
  • Responds to vendor protests in accordance with the City Procurement Code.
  • Composes a variety of written correspondence to vendors and staff
  • Performs complex and accurate bid/proposal price/cost analysis for a variety of products and/or services.
  • Performs public presentations to describe the solicitation and evaluation process in response to vendor inquiries.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success FactorsBachelor’s degree in Purchasing, Public or Business Administration, or a related field and five years experience involving professional procurement and contract administration for a governmental agency.Possession of one or more of the following certifications is highly desirable:Certified Public Purchasing Buyer (CPPB)Certified Purchasing Manager (CPM)Certified Public Purchasing Officer (CPPO)Knowledge of:Principles, practices and procedures of public administration, local government structure procurement servicesMaterials management practices and techniquesAccounting principles cost analysis and budgetingProcurement and contracting lawComputer software and related applicationsComputerized financial software systemsEconomic and business markets and trendsAbility to:Leverage resources and coordinate efforts of staff within the department and other departmentsOperate a computer and related softwareCommunicate effectively both orally and in writingEstablish and maintain effective working relationships with contractors, city staff and the business communityAnalyze complex systems in order to solve problems and influence actionsWork independently on major projectsInterpret and apply all levels of procurement and contracting law, rules, regulations, standards and other guidelinesAny equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.Success Factor Classification Level – Foundational Success Factors Definitions Classification Levels
