Job Description

DescriptionWhat We Offer
The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

  • General Salary Increase (GSI) – A GSI of 3.50% effective December 22, 2024
  • Car Allowance – up to $575 monthly.
  • Pay-for-performance Plan – Up to $80,000 annually (Sec. 623)
  • Educational Incentive – An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, OR 5% for completion of a graduate degree.
  • Executive Annual Leave – 248 hours earned per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service. *Credit for prior public service may be considered (Sec. 616A).
  • Deferred Compensation – Eligible to participate in the County’s 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Effective February 9, 2024 (and annually thereafter in the third pay period of subsequent years), eligible employees meeting the criteria in Sec. 1907 of the Management Resolution will receive two percent (2%) of their annualized compensation contribution towards their 401(k) account.
  • Flexible Credit Allowance – This is a bi-weekly amount available to Regular employees for the purpose of purchasing medical, dental, and/or vision insurance from a group of authorized plans. Employees may also participate in the Flexible Spending Accounts which increase their spending power by reimbursing them with pre-tax dollars for IRS approved dependent care and health care expenses.
  • Health Plans – Medical, Dental, and Vision Plans for you and your dependents. You are afforded a flexible credit allowance of up to $23,530 annually.
  • Pension Plan – Participation in the County’s defined pension plan. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS.
  • Holidays – 12 paid days per year in addition to an annual floating holiday.

The Health Care Agency is the largest department in the County of Ventura and employs approximately 3,600 people; 1,100 of those in direct patient-care positions. The Health Care Agency is a comprehensive healthcare system that encompasses the Ventura County Medical Center (VCMC), Santa Paula Hospital, 24 primary care clinics, 11 specialty care clinics, Ambulatory Care, the Public Health Department, and the Behavioral Health Department. VCMC is also home to the top-rated (by Doximity and U.S. News & World Report) Family Medicine Residency Program in the United States and achieved an “All Cases” meritorious award for surgical care. It is also a West County Level II Trauma Center.Director Health Care AgencyReporting to the County Executive Officer (CEO) and working closely with the Board of Supervisors (Board) and the Ventura County Medical Center (VCMC) Oversight Committee, the Director Health Care Agency is responsible for the planning, implementation, and administration of all policies, programs, and services related to the County of Ventura Health Care Agency, which is a comprehensive system including the Ventura County Medical Center, Santa Paula hospital, and affiliated clinics; Ambulatory Care; Mental Health; Public Health; and the Ventura County Health Care Plan.The Successful CandidateThe ideal candidate will be an experienced, highly-motivated executive with excellent communication and interpersonal skills and a passion for providing the highest quality of healthcare services. This individual will also have a demonstrated track record of establishing successful relationships among a variety of stakeholders, along with extensive experience, either as a practitioner or in an administrative role, working in a comprehensive medical system, including inpatient hospitals, outpatient clinics, and mental and public health facilities and services. The ideal candidate will value and practice initiatives that support diversity, equity, inclusion and unity. Candidates should be familiar with and well-versed in California’s 2020 Waiver program. In addition, the ideal candidate will possess strong financial and business acumen.Director Health Care Agency is an at-will classification which is exempt from the provisions of the Civil Service Ordinance. The incumbent will receive Management benefits and is exempt from overtime compensation.

  • Under the direction of the CEO and in accordance with the Board’s policies, goals, and objectives, has overall management and professional accountability for administration of all County health services and for adapting such services to the current needs of the community;
  • Establishes and administers all policies governing the Agency and assures Agency compliance with all applicable laws, regulations, and ordinances;
  • Maintains liaison with federal, state, and local public and private agencies and other health services managers, as well as other organizations and individuals concerned with health issues, and integrates the Agency’s activities with those involved in related services;
  • Consults with physicians, officials, committees, commissions, and boards in Agency long-range planning; administers public relations and educational programs; meets with other organizations interested in public health and mental health issues; addresses public groups; and attends conferences;
  • Presents and secures Board approval for the Agency budget and assures fiscal oversight and control;
  • Promptly implements Board policies with respect to all public health services and acts on reports or recommendations from planning and regulatory agencies as directed by the CEO;
  • Manages resources to meet the identified public health needs of County residents in accordance with the Board’s policies, goals, and objectives;
  • Directs the preparation and submission of periodic reports to the CEO, Board, and appropriate state and federal agencies on Agency short- and long-term plans, Agency operations, Agency program efficiency and effectiveness, the nature and extent of funding and other available resources, Agency budgetary and financial performance, and Agency capital and other resources;
  • If incumbent is a licensed physician, he or she may also (a) carry the designation of Ventura County Health Care Agency Medical Director overseeing the planning, organizing, and coordinating of medical services of the Ventura County Health Care Agency and/or (b) provide direct patient care services in a clinical setting within the Agency; and
  • Performs other related duties as required.

Any combination of education, training, and experience equivalent to a Bachelor’s degree in, business administration or other closely related field and five (5) years of progressively responsible experience in health care management, experience in an executive or administrative capacity, preferably in a public medical agency.DESIRED
An advanced degree in a related field is highly desired.
